RECOMMENDED DECKS(Red/Blue) Lucy
Concept
This Lucy deck includes a large number of {Dressrosa} type Events, and makes use of Characters with [On Play] effects that let you activate those Events without paying their cost. Take advantage of Lucy's [Activate: Main] effect that lets you refill your hand after using Events with a cost of 3 or more to efficiently deal with your opponent's Characters through Events.
Event decks tend to have poor defenses, but this deck doesn't have that problem. You can protect your Leader by trashing Event cards, ensuring solid defense capabilities even in the absence of [Counter +1000].

Deck Breakdown
Early Game
"OP15-002 Lucy" is optimized for an Event-based playstyle. You can either increase its power by trashing an Event card from your hand, or use its Once Per Turn effect to draw 1 card when activating an Event with a base cost of 3 or more.
This deck includes several combos you can use to chain playing Characters with activating Events. In the early game, use cards like "OP15-053 Rebecca" to gather the Character and Event cards you need for your combos in your hand.
This deck runs a lot of Event cards without Counter effects.
Thanks to your Leader's effect, you can use Event cards in place of a Counter +1000, but if you require a Counter +2000 or higher, you'll start burning through your hand quickly.
This is why you'll want to prioritize playing "OP15-057 Dressrosa Kingdom"—which allows you to use Events as a Counter +2000—early in the game, and focus on preserving the cards in your hand.
Mid Game
Continue to play Characters while using Events alongside them.
"OP15-014 Bartolomeo" has an [On Play] effect that lets you activate {Dressrosa} type Events with a base cost of 3 or less from your hand. A particularly good Event to use with this deck is "OP15-055 Go Ahead and Use 'Em, Mr. Luffy!!!" . This card lets you choose from between two effects: you can either draw 2 cards, or give one of your Characters [Blocker].
Since this is an Event with a cost of 3 or more, if you choose to draw 2 cards, you can combine it with your Leader's effect to draw a total of 3 cards! Make good use of your Characters' effects, and aim to play an Event on every turn.
If you don't have the cards you need for a combo in your hand, try playing "OP15-054 And No One Else Can Have It! It's Our Memento of Him."
After drawing 2 cards and trashing 1 card from your hand, you can play up to 1 {Dressrosa} type Character card with a cost of 4 or less from your hand. Draw cards to assemble what you need to keep your combos going.
End Game
Play "OP15-046 Sabo" to use high-cost Events for free.
"OP15-046 Sabo" has an [On Play] effect that lets you activate up to 1 {Dressrosa} type Event from your hand. This pairs especially well with the Event card "OP15-020 Fire Fist," which can be used to give up to 1 of your opponent's Characters −8000 power until the end of your opponent's next End Phase. You may then trash a further 2 cards from your hand to K.O. up to 1 of your opponent's Characters with 0 power or less.
Use big Characters and big Events in tandem to seize control of the game.
Another great Event to combine with "OP15-046 Sabo" is "OP10-060 Barrier-Barrier Pistol."
You can use it to place up to one of your opponent's Characters with 6000 power or less at the bottom of their deck. Combine this with other power-reducing effects, and it becomes even more powerful.
"OP15-021 Just Watch Me, Ace!!!" can be used to give up to 1 of your opponent's Characters −3000 power. Furthermore, if you have 4 or more Events in your trash, its cost is reduced by 3, allowing you to play it for 1 cost instead of 4.
Pull off these combos, and you could even manage to send an opponent's Character with 9000 power to the bottom of their deck!
