Introducing Luffy as the Leader of the comrades he met at Impel Down. This deck is centered on using your Leader's effect to set your DON!! cards as active so you can continuously play Characters. Some of those Characters can also gain a huge buff from being given DON!! cards, giving them great synergy with this Leader! Once you've gathered enough allies, use your Leader's effect to activate the DON!! cards and give them to your Characters!

Deck Breakdown

"OP16-022 Monkey.D.Luffy" can use its [Activate: Main] effect to set up to 2 of your DON!! cards as active as long as you only have {Impel Down} type Characters on your field, which you can then
take advantage of to play out even more {Impel Down} type Characters. "OP16-054 Mr.1(Daz.Bonez)" and "OP16-055 OP16-055 Mr.2.Bon.Kurei(Bentham)" are particularly good choices in the early game.
They can both be played for 2 cost, making them particularly compatible with your Leader's ability to set two DON!! cards as active. If you go second at the start of the match, you can aim to play both of them at once.

"OP16-034 Monkey.D.Luffy" is another good Character to play early on.
It not only has an [On Play] effect that helps you assemble {Impel Down} type cards in your hand, but can also reach a level of power that allows it to contend with your opponent's Leader.
Use its [On Play] effect to add an {Impel Down} Character with a cost of 2 or less to your hand, then combine it with your Leader's effect to get two Characters on the field in one turn.

The more Characters you play, the stronger your position! "OP16-048 Buggy" and "OP16-026 Emporio.Ivankov" both have [On Play] effects which allow you to play extra Characters alongside them.
Buggy allows you to play "OP16-042 Prisoner of Impel Down" from your hand, while Emporio.Ivankov allows you to gather {Impel Down} type Characters from your deck while playing an {Impel Down} type Character with a cost of 2 or less from your hand.
Take advantage of your Leader's effect to set 2 DON!! cards as active to play more Characters than your opponent will be able to keep up with.

When given 1 DON!!, "OP16-034 Monkey.D.Luffy" gains 1000 power for each of your Characters with a different card name in play meaning it can have a maximum 5000 power despite only being 1 cost.
If "OP16-034 Monkey.D.Luffy" is on your field, make sure that any Characters you play using cards such as "OP16-026 Emporio.Ivankov" have different names from the ones already in play.

By the late game, your opponent is also bound to have an array of powerful Characters at their disposal. Play "OP16-032 Boa Hancock" and "OP16-056 Mr.3(Galdino)" with an eye on hindering your opponent while you aim for victory.
"OP16-056 Mr.3(Galdino)" has an [Activate: Main effect] which allows you to draw 2 cards and prevent one of your opponent's Characters with a cost of 9 or less from attacking in exchange for trashing it, making it particularly suited for defensive play.
You can use its [Activate: Main] effect after using it to attack, so getting it on your field early so you can use its [Activate: Main] effect in a pinch is also a viable strategy.

"OP16-032 Boa Hancock" has an [On Play] effect which makes your opponent unable to rest one of their Characters. This effect works on any Character other than Monkey.D.Luffy, making it an effective means of obstructing your opponent.
It also has [Unblockable], allowing you to hinder your opponent with its [On Play] effect while slipping past your opponent's defenses with [Unblockable].
"ST30-012 Monkey.D.Luffy" is also a good Character to use in the event any of your opponent's Characters have [Blocker]. Buy time by interfering with your opponent's attacks, then use powerful Characters against any [Blocker] cards they have and wear down their Life cards.
