Concept
Introducing Buggy as the Leader of a crew of "Prisoner of Impel Down" cards. Its Leader effect allows you to play a "Prisoner of Impel Down" card from your hand without paying its cost when one of your {Impel Down} type Characters is removed from the field. Maintaining the Characters on your field is key when running this deck. Once you've assembled a bunch of Prisoner of Impel Down cards, you can activate their exclusive Event to rally them and launch a relentless attack on your opponent.

Deck Breakdown
Early Game
As long as it has 1 DON!! card given to it, your Leader Buggy's effect lets you play up to 1 "OP16-042 Prisoner of Impel Down" from your hand when one of your {Impel Down} type Characters is removed from the field due to an effect or being K.O.'d.
Use this effect to fill your field with "Prisoner of Impel Down" cards, which you can then use to launch an offensive on your opponent.
Start off by playing "OP16-055 Mr.2.Bon.Kurei(Bentham)" and "OP16-054 Mr.1(Daz.Bonez)", which not only have [On Play] effects that let you draw 1 card, but can also be used to attack your opponent's Leader when given 1 DON!! card. Both Characters have low power during your opponent's turn, meaning they can easily be K.O.'d, but thanks to your Leader Buggy's effect, you can play "Prisoner of Impel Down" cards if they get K.O.'d to keep up the pressure on your opponent.
To get the most out of your Leader Buggy's effect, it is necessary to secure a way to keep giving it DON!! cards. "OP16-052 Monkey.D.Luffy" is particularly well-suited as a support for this effect,
with an [Activate: Main] effect that lets you give a DON!! card to your Leader once per turn.
Even if it's K.O.'d, you can take advantage of this by using your Leader's effect to play another "OP16-042 Prisoner of Impel Down". Bring it out early in the game so you can maximize its advantage.
Mid Game
You can also use the effects of your other Characters to trigger your Leader's effect "OP16-045 Crocodile" and "OP16-050 Miss Olive" both have effects which can be activated for the cost of returning another of your Characters to your hand.
However, this cost can be used to your advantage when Buggy is your Leader. "OP16-045 Crocodile" allows you to play an {Impel Down} type Character with a cost of 2 or less from your hand by returning one of your Characters to your hand.
Returning a card to your hand counts as removing it from the field, making it a great way to activate your Leader's effect! Make use of it to play more "OP16-042 Prisoner of Impel Down" cards and swiftly increase the Characters on your field.
Continue to assemble "OP16-042 Prisoner of Impel Down" cards on your field by using your allies' effects to activate your Leader's effect.
The [On Play] effect of "OP16-048 Buggy" allows you to draw 1 card while playing 1 "OP16-042 Prisoner of Impel Down" from your hand, giving you a way to get more of the latter on the field outside of your Leader's effect.
It also has the ability to give [Blocker] to your "OP16-042 Prisoner of Impel Down" cards when your opponent attacks, making it a perfect fit for this Buggy deck.
Even if it ends up being K.O.'d due to blocking an attack meant for another Character, you can use your Leader's effect to play another "OP16-042 Prisoner of Impel Down", allowing you to block powerful attacks from your opponent without decreasing your Characters' ranks.
End Game
Fill your field with "OP16-042 Prisoner of Impel Down" cards, then use "OP16-058 The Prisoners Are Rioting!!" to aim for victory.
"The Prisoners Are Rioting!!" is an Event that makes the base power of all your "Prisoner of Impel Down" cards 7000, making it most effective when you have a large number of them on your field.
In the late game, "OP16-056 Mr.3(Galdino)" is an excellent choice for amassing "Prisoner of Impel Down" cards on your field. Its effect, which is activated by trashing it, allows it to both hinder your opponent's Characters while also serving as a trigger for your Leader Buggy's effect. Aim to overwhelm your opponent with a barrage of attacks from your "Prisoner of Impel Down" cards.
To efficiently gather "Prisoner of Impel Down" cards on your field, you'll want to find a way to play them during your opponent's turn as well as your own.
Along with allowing your Characters with [Blocker] to get K.O.'d, you can also try and trigger your Leader's effect by taking advantage of Counter effects.
"OP07-056 Slave Arrow" is particularly well-suited for this, with its Counter effect both giving you a way to block your opponent's attacks and trigger your Leader's effect to play more "Prisoner of Impel Down" cards. You can then use "OP16-058 The Prisoners Are Rioting!!" on the next turn to retaliate against your opponent.
