Banned/Restricted Card Addition Notice
For the ONE PIECE Card Game a deck may contain up to 4 copies of a single card (same card number), but for matches in Official/Certified Tournaments it may be necessary for some cards to be made “Banned/Restricted Cards”.
There are 2 groups when this happens, “Banned Cards” and “Restricted Cards”. When a card is a “Banned Card” it is not permitted at all in decks used, while a “Restricted Card” means only 1 of that card is permitted in the deck.
*All cards with the same card number are considered the same card even if the illustration is different.
Cards that are designated as “Banned/Restricted Cards” here may have this removed during updates depending on the current conditions of the game so please check it carefully when making a deck for an Official Tournament.
In consideration to the current game rules and environment the below cards are added to the Banned/Restricted Card list as of September 1, 2024.

ST10-001 Trafalgar Law
This card allows players to both remove their opponent's Character cards by placing them at the bottom of their opponent's deck, bypassing their opponent's use of their trash and On K.O. effects, and to play Character cards directly from their hand. This creates a large disparity between the number of Character cards held by the player and their opponent, with limited ways to counter it. This, combined with the expansion of the card pool since the card's release, has made this card more powerful than any other Leader.
Decks using this card as Leader have a higher win rate and usage rate than other decks due to the combination of its removal ability and its ability to play cards directly from the hand, resulting in games ending earlier than anticipated. We have judged that this significantly impairs the enjoyment of fundamental aspects of the ONE PIECE Card Game: the back-and-forth of attack and defense between Characters and the ability to choose from a variety of Leaders.
Even if we were to impose restrictions on other cards in the deck, we have determined that the wide range of Character cards that can be played directly from the hand allows it to complement a deck's strength in too many ways. We are concerned this could lead to players feeling restricted to using certain Leaders or end up taking away from the diversity of DON!! card effects.
As such, we have decided to designate this card as a Banned Card.
OP03-098 Enies Lobby
This card is often played with OP08-079 Rob Lucci and as this card does not include “CP” in its type, which is often considered to be a key part of the deck, there are limited ways for players to add it to their hand. However, if played early in the game, it is possible for players to use it to continuously reduce the cost of their opponent's Characters until the end of the game. This results in the card having a disproportionately large impact on the game despite its unreliability.
In addition to the above, it is also difficult for opponents to counter due to it being a Stage card, and we have determined that its use significantly impairs the enjoyment of fundamental aspects of the ONE PIECE Card Game: the back-and-forth of attack and defense and the strategic interactions involving multiple cards.
As such, we have decided to designate this card as a Banned Card.

OP05-041 Sakazuki
Because this card’s effect lets the player draw cards with low risk, it gives them a high likelihood to assemble an ideal array of cards, and in the tournament environment in particular, this high stability gives a strength exceeding that of other Leaders.
In terms of the color combination, having blue and black gives it a high degree of freedom, so combined with black’s cost lowering and blue’s removal of Character cards to the bottom of the deck, it becomes unexpectedly powerful, creating decks forcing one-sided games that ignore things like use of the trash and [On K.O.] effects.
Because decks with this Leader show unrivaled stability, causing a high rate of victory and use, its unexpectedly high removal abilities have limited the diversity of other decks. Since we have judged it to affect the enjoyment of the One Piece Card Game the comes from the risk of Character battling and use of diverse Leaders, we have made it a Banned Card.
ST06-015 Great Eruption
Many other cards reduce cost, but this is the only one that does so without expending the player’s hand or requiring conditions. It’s powerful in all stages of the game, so we judged it to be a card greatly reducing the risk associated with removal in decks playing black. Since the rate of victory and use for decks including black is extremely high, and this card is used the most frequently of all cost-reducing cards, we have made it a Banned Card.
OP06-116 Reject
This card’s “deal 1 damage to your opponent” effect can be used with triggers, a staple of decks with yellow cards, to boost the decisive power of yellow decks and make them unexpectedly difficult to deal with, giving them a high rate of victory.
Additionally, the cost for dealing 1 damage with the effect is low, and we judged the card as letting players easily ignore the risk of battling, creating undue stress. Therefore, we have made it a Banned Card.

OP02-024 Moby Dick
This card has proved to have much lighter demerits than intended when played with “OP02-001 Edward.Newgate” and meets the condition “If you have 1 or less Life cards~”. Also, since it is a stage card it is difficult to remove from play, and if the conditions remain met it tends to drastically quicken the match.
In addition, when played with “OP03-003 Izo” the required condition becomes very easy to recreate.
This makes it commonly used in tournaments and raises the chances of winning too much, which unfortunately reduces the range of tactics that makes the ONE PIECE Card Game fun. For this reason, this card is being placed on the Banned Card list.
OP02-052 Cabaji
When played with “OP03-040 Nami” this card promotes play-to-win tactics without making any attacks and ignoring the offensive and defensive tactics an opponent can use.
Also, this card’s effect to draw cards based on trashing card’s allows players to reduce the number of cards in their deck more than expected when paired with other cards like ”OP01-086 Overheat”, and ”OP03-047 Zeff”.
It’s been confirmed that decks that use “OP03-040 Nami” can be set with other cards as well and not cause problems. In the end to maintain a healthy playing environment into the future this card is being placed on the Banned Card list.
